• Instruct the operators as to what meters require reading, and provide them with information as to the location of these meters
• Allow the operator to perform an ad-hoc meter reading.  This is identical to an instructed meter reading, except that the operator has initiated the reading;
• Record time, status, and reading data regarding the meters
